From the tone of most, most of them are meant to be nonsexual. Some though are not and try to hide behind their culture, but that is another story. And while it does sound like something Neil would say, Japanese people also don't go around saying that being a complete nudist is all right, though they do make some jokes about it. It's how they treat the issue I think.
