Ahhh, makes sense, I guess. I don't ever really get any sexual undertones seeing a drawing of a young girl with a really short skirt on in a Manga. She's not doing anything and it IS Japanese culture, like you said, whereas with Neil, I just got incredibly awful paedophiliac vibes that creeped me right the hell out.
