I like to think that Holly is completely responsible for Cedric's death here, far more directly than Harry ever was. Harry's responsibility was the result of him trying to be fair-minded, and he couldn't have possibly known the consequences of his actions.
Holly, though, stuns Cedric.
And does not magically revive him. He's still out of his from having been Stunned at point blank range, his brain isn't working properly even several minutes after he begins reviving. He's still lost and confused and not thinking very well from the trauma.
This is why he doesn't realize there's something wrong with Moody. This is why he keeps repeating an action that clearly hasn't had any success. His mind is swimming. He's still recovering from the Stunning. If Holly had not Stunned him -- or at least had the sense to revive him instead of waiting for him to naturally come around, while the spell would still have hold of him until he fully shook off the effects -- the Cedric would have realized what was going on, would have gone for help.
But no.
Holly's short-sighted and idiotic attempt at playing heroine in the cemetery caused Cedric's mind and reflexes to become sluggish and inconsistent. He tried his best, but he was addled by Holly's spell.
And so, for Holly's idiocy, he paid with his life.
But of course, nobody would know. Nobody was there to see, and Holly -- egocentric, glory-seeking Holly -- would never admit to her hand in the tragedy. Chances are she does not even realize it-- cannot realize it, as for all her ability to dive into the minds of others, she has never been able to think of the consequences beyond herself.
