Right, it's standard practice to make the villain/villainess have a "dark" design. It's not "dur, dark-skinned people are scary!" it's "dark" like the night and the fears that go with it.
Yeah, they're giant eyes and clearly green. I have no idea what that person was looking at. It's not even like Flynn had blue eyes. He had brown hair and brown eyes.
