I thought her blond hair was gorgeous as well, but it did cause her all sorts of trouble. ^_^
No, the magic flower made it grow in as blond, but cutting it turned it to a natural brown. It wasn't that it was dyed. If I recall correctly, both of Rapunzel's parents had brown hair, so it would make sense she would have brown hair as well.
