Yes, because heaven forbid that not everyone has mind-raping powers and is favored by an author who read ahead. At least the other characters work with what they've got, and doesn't just procrastinate when they have something important to do.
Like, say, Hermione. She reacted the way anyone would have, if they suspected that someone they considered a friend (I have no idea why Hermione still would try to hang around Holly, though) had received a cursed item in their presents. She went to the teachers to try to solve the problem and protect her friend. Holly, on the other hand, knows that Scabbers is really Pettigrew, knows where Pettigrew is, knows that she has to get to him before the year is out in order to get Sirius' name cleared (which I'm guessing is what she wants...), and does NOTHING that we can see in order to get to him. ]=

By the way, I hope I'm not the only one who thinks that if someone dared to have mind-powers and read her mind (even by accident) she'd throw a tantrum worthy of Rose Potter, complete with carving words in foreheads. Of course, she'd go around shouting "I deserve privacy in my own mind, damn it!" before gathering her posse and together they would hex the crap out of the poor sap who dared to have developed the same kind of power as Holly.
