Point of interest, in Book Six, Harry comes across Trelawney reading the cards, and although she doesn't know Harry is there, she performs a completely accurate reading of him.
So, like you said, Trelawney does have the gift. It's just that short of full prophecy mode, fortune telling is notoriously unreliable.
