Even if it was brought to his attention, I doubt he'd do anything about it. There's no indication that he does anything besides just follow Nora around.

My grandmother had one in her basement apparently since my dad was a kid, so this can't even be a generational thing."
I think the indication is that he had a gambling addiction, which, granted, would explain his need to play for actual stakes. Except that he never really acts like someone who desperately wants to gamble. We only see one indication of it in this book, and nothing else in later books (at least not that I recall).
