Yeah, I could understand that. In a later book, we actually find out that the guy in charge of their weapons and research deliberately kept his work hidden from everyone else to prevent sabotage, and that actually made sense. But apparently no, in this case, EVERYONE is kept separate and no one is told what their goals are. And even worse, we later see that the Black Hand somehow expects these people to still be unquestioningly loyal to him.
