I don't think this is true; here, at least, general thought is that girls hit puberty about two years earlier than boys. I had a B-cup by the time I was twelve, so I can imagine a fourteen-year old having breasts as well.

I literally had to stop reading because I was just too... too... shocked that ANYONE could seriously write that. What was Neil like as a twelve-year-old? What kind of people does he hang out with, that this is his image of the world?
