You know the really sad thing about this? It reminds me a great deal of the speech from The Hunger Games describing the collapse of North America and the formation of Panem. This would be a favorable comparison except for the fact that that story was short and efficient, and it was meant to show the complete and total apathy that Katniss, and indeed her entire district, had developed over the years. Either that, or this is such a generic version of a classic dystopian parable that I'm seeing the similarities to a much better version.
However, this could work really well as it's own epic disaster movie. Tomb of the Dragon Emperor did this too, where they introduced a prologue that was infinitely more interesting than the story we got, and needed a ton more development than they actually gave it.
