It's definitely harassment. If you want to be really disturbed, Fitzpatrick said that this was based off of a real-life class she had. Presumably she wasn't humiliated in class by a guy, but her teacher did embarrass her by asking her to name the traits she looked for in potential mates. She was asked to write down a memory she had of humiliation in the writing class she took, which was the same writing class that got this lovely book kicked off.
Nora only talks to the teacher, who dismisses her. She never considers appealing to any higher authority.
It sometimes reads like it, yeah. And Nora repeatedly is put in so many humiliating situations throughout the series that I wonder if Fitzpatrick doesn't secretly have some sort of secret fetish for that sort of thing.
