Gethsemane, you stupid Suethor - get it into your pitiful head that "genocide" is a word that is NOT to be thrown around however you see fit. "Genocide" is not just a fancy word for killing people, or even a useful word for killing lots of people - it's a very specific legal term defined by the provisions of the international law (Articles II and III of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide). Have you ever heard of that? No? Let me recap it for you. According to the provisions of the conventions "genocide" is constituted by:
"acts committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group".
Are pirates a homogenous national/ethnic/racial/religious group? Definitely not - they're people from all over the world, recruiting from any ethnic, national, racial and religious group possible. Genocide is basically an attempt to eradicate a particular group (one of the above) from existence. Hence - exterminating pirates in NO WAY constitutes genocide, because they're an extremely diverse group - hell, they can barely be called a group in its own right. Even if Beckett offed a few hundreds of them in the most gruesome manner possible, it still wouldn't be considered genocide, because IT WOULDN'T MEET THE FUCKING DEFINITION! (not to mention the fact that the very concept of "genocide" looks anachronistic in historical fiction, because it wasn't around until quite recently).
