The description of the library doesn't strike me as odd except for one thing; it sounds like a university library. Most universities--at least the ones where I live--will let you eat and drink and even have vending machines, as long as you're not drinking anything spillable (bottles only) or really messy. It also has a computer lab and media rooms, where there are projectors, old rolls of film, stuff like that.
