No, there is. It's called "Shojo Cosette", and apparently has a few added subplots for Cosette that weren't in the book or musical (for example, I believe there's a few episodes devoted to her childhood at the Thenardier Inn).

Only the first few episodes were translated to English, if memory serves, but the entire series was completed in Japanese.
