You're right. It was never stated anywhere that Neferet didn't also share Zoey's dream of uniting the students. I could see Zoey being pissed because it's stated several times that the adult vampires don't give a damn about the fledglings and leave them to sort things out amongst themselves, but instead she just whines "OMG, I GOOGLED THAT, NOT HER!"
